Purpose

Determine the actual condition of the utility which represents a baseline for comparison during and after construction

•Have a detailed description of any deficiencies

•Get any major defects detected, rectified by the owner prior to the start of construction work if required.

•Minor defects may be monitored during the construction to ascertain that these are not deteriorating.

•Determine and identify locations where instruments such as crack gages, tilt plates, settlement points and prisms targets could be installed in order to monitor them during the construction process.
